All consumers and businesses are granted free access to the tool’s home page, the ability to take the demand survey and the ability to view reporting that shows the speed requirements needed for the surveyed use, the general availability of broadband to a specific location and a summary of advertised speeds available by provider.
With an additional subscription, a State (either via its own funding or when partnering with an organization for funding) can provide all stakeholders access to the functionality available with the survey and reporting above, plus the ability for businesses and community organizations to request service in a given area via a procurement survey which generates a Request for Proposal (RFP). With this subscription, broadband providers that serve the State would have access to a Supply-Demand Portal and mapping application to aggregate, report on and respond to RFPs and other demand.
